I've spent my entire career in tolling and ITS, and I've worked nearly every part of it. Technology from 2006 to 2012. Operations through 2015. Delivery through 2017. Sales from 2017, and sales leadership since 2020.
That sequence matters more than any single role. When a program goes sideways at year four, I've been the person in the room at each stage of how it got there.
Today I'm VP of Strategy and Business Development at Kapsch TrafficCom North America, where I lead a team of eight and work across a solution consulting, pricing, and proposal organization of about twenty.
As Western Region Sales Director I won SANDAG, OCTA, ACTC, and RCTC from the procurement stage — over $170M in awarded contracts.
I work at the seam between commercial and delivery, which is where most long-cycle programs succeed or fail.
Public agencies buying toll and ITS systems are making decade-long decisions with procurement tools built for shorter ones. Priorities shift, technology turns over, and the agency is still living with the partner it chose. Selecting on price instead of flexibility locks in whichever vendor was most willing to be cheap — not the one still able to adapt in year eight.
The harder problem is upstream. Agencies bring in consultants precisely because they lack the internal expertise, then select vendors through the lens those consultants bring. If the consultant's mindset is transactional, the procurement will be too, and the agency inherits a decade of that choice.
